West Virginia’s constitution places property into classes, and an owner-occupied home falls in a class taxed at a much lower levy rate than rentals, second homes and commercial property. County assessors value homes at a fixed fraction of appraised value, and the rates of the state, the county board of education, the county commission and any municipality are applied to it. The occupancy of the home therefore matters as much as its value.
Homeowners past retirement age or permanently disabled can claim the homestead exemption with the county assessor, which removes a set amount of assessed value, and those under an income limit can also claim the homestead excess property tax credit on their state income tax return when the tax is high relative to income. Most buyers have no general exemption to file, so a new owner’s bill is close to the seller’s if the home stays owner-occupied.
The state also taxes vehicles each year as personal property, collected by the county sheriff. Recent legislation gave residents a credit on their state income tax return for the personal property tax paid on their cars, which offsets much of that cost.
Payment comes in two halves, in early autumn and in the spring, and paying each half on time earns a small discount; paying the full year early earns it too. The seller usually pays the excise tax on the deed. Buyers in the hills should check for flood history along creeks and rivers, mine subsidence coverage, which is offered through the state program, and the condition of private wells and septic systems.
Property tax in West Virginia
The median West Virginia homeowner pays $865 a year in property tax on a home valued at $162,600, an effective rate of 0.532% in the Census Bureau's American Community Survey (ACS 5-year 2020-2024). That ranks the 11th lowest of the 50 states and DC, at or below the middle state's 0.8003%. At that rate each $100,000 of home value carries about $532 a year of tax, or $44.33 a month in the payment, and that rate is what the calculator above starts from.
Inside West Virginia the rate more than doubles from the cheapest county to the dearest. Among counties whose survey figures pass both quality checks, the effective rate runs from 0.3031% in Pocahontas County to 0.674% in McDowell County. On a $162,600 home that gap is worth about $603 a year. Pick a county in the calculator to use its rate, or type the rate from a listing or a current tax bill.
The survey rate is what owners actually pay divided by what they say their homes are worth, with exemptions, caps and local levies folded in; it will not match any rate printed in West Virginia law. Ask for the seller's latest bill and the assessed value too, since a new owner's assessment can differ from the long-held homes behind the median.

The rate is the median tax paid divided by the median home value, from the ACS 5-year 2020-2024 survey (figures to December 31, 2024). None of them carries a quality flag, so the calculator uses the figure of whichever county you pick.

Worked example: the median West Virginia home
The median owner-occupied home in West Virginia is valued at $162,600 (ACS 5-year 2020-2024). Put $32,520 down, enough to keep the loan at 80% of the price so no PMI is charged, and borrow the rest over 30 years at 7.4%, the Freddie Mac average for the week of October 15, 2026. Insurance is the calculator's default of $1,500 a year, the same figure on every state page and 11.4% of this payment; real premiums vary widely from state to state and with a home's exposure to wind, flood and wildfire, so replace it with a premium for the West Virginia home you are pricing.
| Line | A month | A year |
|---|---|---|
| Principal and interest | $900.65 | $10,807.80 |
| Property tax | $72.09 | $865.08 |
| Homeowners insurance | $125.00 | $1,500.00 |
| Private mortgage insurance | $0.00 | $0.00 |
| Total payment | $1,097.74 | $13,172.88 |
Principal and interest dominate the bill; tax and insurance, usually collected through escrow, add $197.09 a month, 18.0% of the total. Over the full term the $130,080 loan costs $194,151 in interest.
With $16,260 down instead, the loan grows to $146,340 and PMI of $60.98 a month is added, for a first payment of $1,271.30. On the regular schedule the PMI stops after 10 years, with the payment in October 2036. A 15-year loan at the 6.71% average, with the larger down payment, raises the monthly figure to $1,345.30 but cuts the interest to $76,597.
What the median West Virginia wage can buy
The median annual wage in West Virginia is $45,300 (BLS wage survey, May 2025). Paid every two weeks as a single filer, that leaves about $3,091 a month after federal and West Virginia paycheck deductions. With $60,000 saved for a down payment and $400 a month of other debts, the home affordability calculator's default 28/36 rule gives this range at 7.4% and the West Virginia property tax rate:
| Level | Home price | Monthly payment |
|---|---|---|
| Conservative | $90,033 | $373 |
| Target | $169,595 | $959 |
| Stretch | $205,464 | $1,223 |
Here the limit is total debt: the housing payment plus the other $400 a month reaches 36% of gross pay first. The target sits $6,995 above the $162,600 median home value, so a single median earner can reach a typical West Virginia home on these terms.
Everyday costs help: West Virginia's prices for goods and rent run 10.5% below the national average, by the Bureau of Economic Analysis price parities for 2024 (figures to December 31, 2024). That stretches the median wage to about $50,616 in national dollars.
