South Carolina draws a sharp line between the home you live in and every other house. A legal residence is assessed at a much lower ratio than second homes and rentals, and Act 388 removed owner-occupied homes from school operating taxes, replacing that money with a statewide sales tax. Together these mean a primary residence can pay a fraction of the tax charged on the identical house next door if that one is a beach rental.
The lower ratio is not automatic. You apply to the county assessor for the legal residence special assessment, with proof such as your South Carolina driver’s license, vehicle registration and income tax return showing the address. Apply promptly after closing; the county bills at the higher ratio until the application is approved, and refunds for past years are limited.
Counties reassess on a cycle of several years, and between reassessments a home’s value is held steady. When a reassessment comes, the increase on any one property is capped over that cycle, but a sale counts as an assessable transfer of interest, and the new owner’s value moves to the sale price. Older, blind and disabled residents can claim the homestead exemption, which removes a set amount of value from the taxable total.
Vehicles are taxed by the county each year as personal property, and the bill must be paid before the tag is renewed. The seller usually pays the deed recording fee. Coastal buyers in Charleston, Beaufort and Horry counties should price wind and flood insurance early.
Property tax in South Carolina
The median South Carolina homeowner pays $1,251 a year in property tax on a home valued at $259,000, an effective rate of 0.483% in the Census Bureau's American Community Survey (ACS 5-year 2020-2024). That ranks the sixth lowest of the 50 states and DC, at or below the middle state's 0.8003%. At that rate each $100,000 of home value carries about $483 a year of tax, or $40.25 a month in the payment, and that rate is what the calculator above starts from.
Inside South Carolina the rate more than doubles from the cheapest county to the dearest. Among counties whose survey figures pass both quality checks, the effective rate runs from 0.3281% in Horry County to 0.878% in Allendale County. On a $259,000 home that gap is worth about $1,424 a year. Pick a county in the calculator to use its rate, or type the rate from a listing or a current tax bill.
The survey rate is what owners actually pay divided by what they say their homes are worth, with exemptions, caps and local levies folded in; it will not match any rate printed in South Carolina law. Ask for the seller's latest bill and the assessed value too, since a new owner's assessment can differ from the long-held homes behind the median.
South Carolina property tax rates by county
All 46 counties, sorted from the highest effective rate to the lowest. The rate is the median tax paid divided by the median home value, from the ACS 5-year 2020-2024 survey (figures to December 31, 2024). Of these, one carries a flag: where the survey's margin of error is wide or home values hit the survey's top code, the calculator uses the South Carolina median instead of that county's figure.

Worked example: the median South Carolina home
The median owner-occupied home in South Carolina is valued at $259,000 (ACS 5-year 2020-2024). Put $51,800 down, enough to keep the loan at 80% of the price so no PMI is charged, and borrow the rest over 30 years at 7.4%, the Freddie Mac average for the week of October 15, 2026. Insurance is the calculator's default of $1,500 a year, the same figure on every state page and 7.5% of this payment; real premiums vary widely from state to state and with a home's exposure to wind, flood and wildfire, so replace it with a premium for the South Carolina home you are pricing.
| Line | A month | A year |
|---|---|---|
| Principal and interest | $1,434.61 | $17,215.32 |
| Property tax | $104.25 | $1,251.00 |
| Homeowners insurance | $125.00 | $1,500.00 |
| Private mortgage insurance | $0.00 | $0.00 |
| Total payment | $1,663.86 | $19,966.32 |
Principal and interest dominate the bill; tax and insurance, usually collected through escrow, add $229.25 a month, 13.8% of the total. Over the full term the $207,200 loan costs $309,261 in interest.
With $25,900 down instead, the loan grows to $233,100 and PMI of $97.13 a month is added, for a first payment of $1,940.32. On the regular schedule the PMI stops after 10 years, with the payment in October 2036. A 15-year loan at the 6.71% average, with the larger down payment, raises the monthly figure to $2,058.19 but cuts the interest to $122,009.
What the median South Carolina wage can buy
The median annual wage in South Carolina is $46,490 (BLS wage survey, May 2025). Paid every two weeks as a single filer, that leaves about $3,117 a month after federal and South Carolina paycheck deductions. With $60,000 saved for a down payment and $400 a month of other debts, the home affordability calculator's default 28/36 rule gives this range at 7.4% and the South Carolina property tax rate:
| Level | Home price | Monthly payment |
|---|---|---|
| Conservative | $91,399 | $379 |
| Target | $175,414 | $995 |
| Stretch | $212,430 | $1,266 |
Here the limit is total debt: the housing payment plus the other $400 a month reaches 36% of gross pay first. The target falls $83,586 short of the $259,000 median home value: the median home costs 5.6 times the median wage, so a typical South Carolina purchase usually needs a second income, a larger down payment or a cheaper area.
Everyday costs help: South Carolina's prices for goods and rent run 6.3% below the national average, by the Bureau of Economic Analysis price parities for 2024 (figures to December 31, 2024). That stretches the median wage to about $49,590 in national dollars.
