Virginia’s independent cities are not part of any county, so the state has two kinds of local government that each tax real estate on their own: counties and cities. Towns inside a county can add a rate of their own. That is why the table on this page lists cities such as Alexandria, Richmond and Virginia Beach alongside counties, and why rates can change abruptly across a boundary that looks like an ordinary street.
Homes are assessed at full fair market value. Many localities reassess every year, others every two years, and smaller rural counties on longer cycles. The local governing body sets the rate each spring, and when assessments rise sharply it must advertise and hold a hearing if the effective rate would rise. Bills are usually due in two halves, in early summer and early winter, though some localities collect once.
Relief is set locally. Each county and city chooses its own tax relief or deferral program for older and disabled owners, with its own income and asset limits. The state constitution fully exempts the home of a veteran with a total and permanent service-connected disability, and of a surviving spouse.
Closing costs include a state and local recordation tax on the deed, generally paid by the buyer, and a recordation tax on the deed of trust securing the loan. The seller pays the grantor’s tax, and in Northern Virginia an extra regional congestion relief fee. Virginia also taxes cars every year as personal property, with partial state relief on the first part of a personal vehicle’s value.
Property tax in Virginia
The median Virginia homeowner pays $2,790 a year in property tax on a home valued at $383,700, an effective rate of 0.7271% in the Census Bureau's American Community Survey (ACS 5-year 2020-2024). That ranks the 21st lowest of the 50 states and DC, at or below the middle state's 0.8003%. At that rate each $100,000 of home value carries about $727 a year of tax, or $60.59 a month in the payment, and that rate is what the calculator above starts from.
Inside Virginia the rate swings widely: the top county or independent city pays more than three times the bottom one. Among counties and independent cities whose survey figures pass both quality checks, the effective rate runs from 0.3821% in Amelia County to 1.171% in Manassas Park city. On a $383,700 home that gap is worth about $3,027 a year. Pick a county or independent city in the calculator to use its rate, or type the rate from a listing or a current tax bill.
The survey rate is what owners actually pay divided by what they say their homes are worth, with exemptions, caps and local levies folded in; it will not match any rate printed in Virginia law. Ask for the seller's latest bill and the assessed value too, since a new owner's assessment can differ from the long-held homes behind the median.
Virginia property tax rates by county or independent city
All 133 counties and independent cities, sorted from the highest effective rate to the lowest. The rate is the median tax paid divided by the median home value, from the ACS 5-year 2020-2024 survey (figures to December 31, 2024). Of these, eight carry a flag: where the survey's margin of error is wide or home values hit the survey's top code, the calculator uses the Virginia median instead of that county or independent city's figure.

Worked example: the median Virginia home
The median owner-occupied home in Virginia is valued at $383,700 (ACS 5-year 2020-2024). Put $76,740 down, enough to keep the loan at 80% of the price so no PMI is charged, and borrow the rest over 30 years at 7.4%, the Freddie Mac average for the week of October 15, 2026. Insurance is the calculator's default of $1,500 a year, the same figure on every state page and 5.0% of this payment; real premiums vary widely from state to state and with a home's exposure to wind, flood and wildfire, so replace it with a premium for the Virginia home you are pricing.
| Line | A month | A year |
|---|---|---|
| Principal and interest | $2,125.33 | $25,503.96 |
| Property tax | $232.49 | $2,789.88 |
| Homeowners insurance | $125.00 | $1,500.00 |
| Private mortgage insurance | $0.00 | $0.00 |
| Total payment | $2,482.82 | $29,793.84 |
Principal and interest dominate the bill; tax and insurance, usually collected through escrow, add $357.49 a month, 14.4% of the total. Over the full term the $306,960 loan costs $458,157 in interest.
With $38,370 down instead, the loan grows to $345,330 and PMI of $143.89 a month is added, for a first payment of $2,892.38. On the regular schedule the PMI stops after 10 years, with the payment in October 2036. A 15-year loan at the 6.71% average, with the larger down payment, raises the monthly figure to $3,067.01 but cuts the interest to $180,752.
What the median Virginia wage can buy
The median annual wage in Virginia is $55,690 (BLS wage survey, May 2025). Paid every two weeks as a single filer, that leaves about $3,707 a month after federal and Virginia paycheck deductions. With $60,000 saved for a down payment and $400 a month of other debts, the home affordability calculator's default 28/36 rule gives this range at 7.4% and the Virginia property tax rate:
| Level | Home price | Monthly payment |
|---|---|---|
| Conservative | $108,530 | $527 |
| Target | $207,330 | $1,271 |
| Stretch | $250,471 | $1,596 |
Here the limit is total debt: the housing payment plus the other $400 a month reaches 36% of gross pay first. The target falls $176,370 short of the $383,700 median home value: the median home costs 6.9 times the median wage, so a typical Virginia purchase usually needs a second income, a larger down payment or a cheaper area.
Living costs add to the squeeze: everyday prices in Virginia, rent included, run 1.1% above the national average, by the Bureau of Economic Analysis price parities for 2024 (figures to December 31, 2024). That shrinks the median wage to about $55,082 in national dollars.
