New York’s property tax is local and fragmented. Outside New York City, towns and cities assess homes, often at a fraction of market value that differs from place to place, and the state publishes an equalization rate for each assessing unit so values can be compared. School districts send their own bill, usually in the autumn, separate from the town and county bill early in the year. School taxes are typically the larger of the two.
The STAR program cuts the school tax on a primary residence. New buyers now register with the state Department of Taxation and Finance for the STAR credit, which arrives as a check rather than as a reduction on the bill, and owners past retirement age with modest income can get the larger Enhanced STAR benefit. Senior citizen, veterans and disability exemptions are granted locally and vary by municipality.
New York City runs its own system. One- to three-family homes are tax class one, with limits on how fast their assessed value can rise each year and over a run of years, so neighbors’ bills reflect history as much as the market. Condos and co-ops are valued as if they were rental buildings, which often produces lower effective rates.
Closing costs are substantial. The state charges a transfer tax and a separate mansion tax on higher-priced homes, paid by the buyer, while the city adds its own transfer tax. A mortgage recording tax applies to the loan amount; in a refinance it can sometimes be reduced through a consolidation agreement.
Property tax in New York
The median New York homeowner pays $6,582 a year in property tax on a home valued at $423,800, an effective rate of 1.5531% in the Census Bureau's American Community Survey (ACS 5-year 2020-2024). That ranks the sixth highest of the 50 states and DC, above the middle state's 0.8003%. At that rate each $100,000 of home value carries about $1,553 a year of tax, or $129.43 a month in the payment, and that rate is what the calculator above starts from.
Inside New York the rate swings widely: the top county pays more than three times the bottom one. Among counties whose survey figures pass both quality checks, the effective rate runs from 0.7052% in Kings County to 2.9184% in Allegany County. On a $423,800 home that gap is worth about $9,380 a year. Pick a county in the calculator to use its rate, or type the rate from a listing or a current tax bill.
A high effective rate in New York reflects what owners actually pay after exemptions and caps, so the rate in the calculator is the one that matters for a budget, not any rate printed in New York law. Ask for the seller's latest bill and the assessed value too, since a new owner's assessment can differ from the long-held homes behind the median.
New York property tax rates by county
All 62 counties, sorted from the highest effective rate to the lowest. The rate is the median tax paid divided by the median home value, from the ACS 5-year 2020-2024 survey (figures to December 31, 2024). Of these, six carry a flag: where the survey's margin of error is wide or home values hit the survey's top code, the calculator uses the New York median instead of that county's figure.

Worked example: the median New York home
The median owner-occupied home in New York is valued at $423,800 (ACS 5-year 2020-2024). Put $84,760 down, enough to keep the loan at 80% of the price so no PMI is charged, and borrow the rest over 30 years at 7.4%, the Freddie Mac average for the week of October 15, 2026. Insurance is the calculator's default of $1,500 a year, the same figure on every state page and 4.1% of this payment; real premiums vary widely from state to state and with a home's exposure to wind, flood and wildfire, so replace it with a premium for the New York home you are pricing.
| Line | A month | A year |
|---|---|---|
| Principal and interest | $2,347.44 | $28,169.28 |
| Property tax | $548.50 | $6,582.00 |
| Homeowners insurance | $125.00 | $1,500.00 |
| Private mortgage insurance | $0.00 | $0.00 |
| Total payment | $3,020.94 | $36,251.28 |
Principal and interest dominate the bill; tax and insurance, usually collected through escrow, add $673.50 a month, 22.3% of the total. Over the full term the $339,040 loan costs $506,044 in interest.
With $42,380 down instead, the loan grows to $381,420 and PMI of $158.93 a month is added, for a first payment of $3,473.31. On the regular schedule the PMI stops after 10 years, with the payment in October 2036. A 15-year loan at the 6.71% average, with the larger down payment, raises the monthly figure to $3,666.18 but cuts the interest to $199,643.
What the median New York wage can buy
The median annual wage in New York is $59,670 (BLS wage survey, May 2025). Paid every two weeks as a single filer, that leaves about $3,932 a month after federal and New York paycheck deductions. With $60,000 saved for a down payment and $400 a month of other debts, the home affordability calculator's default 28/36 rule gives this range at 7.4% and the New York property tax rate:
| Level | Home price | Monthly payment |
|---|---|---|
| Conservative | $106,267 | $583 |
| Target | $204,492 | $1,390 |
| Stretch | $246,847 | $1,738 |
Here the limit is total debt: the housing payment plus the other $400 a month reaches 36% of gross pay first. The target falls $219,308 short of the $423,800 median home value: the median home costs 7.1 times the median wage, so a typical New York purchase usually needs a second income, a larger down payment or a cheaper area.
Living costs add to the squeeze: everyday prices in New York, rent included, run 7.9% above the national average, by the Bureau of Economic Analysis price parities for 2024 (figures to December 31, 2024). That shrinks the median wage to about $55,290 in national dollars.
