Pennsylvania has no rule requiring regular reassessment, and many counties still tax homes on values set decades ago, adjusted only by the common level ratio the state publishes for each county. When a county finally reassesses, the change can be dramatic, and some have reassessed only after court orders. Ask when the county last did one, and compare the home’s assessment with similar houses nearby before you agree a price.
A Pennsylvania bill has three parts: the county, the municipality and the school district. School taxes are the largest, and they are often billed separately in the summer or autumn, while county and municipal bills arrive in the spring. Each comes with a discount for early payment and a penalty for late payment.
Under Act 1, gambling revenue funds a homestead exclusion that lowers the school tax on a primary residence. You apply once with the county assessment office. Some counties and municipalities offer their own homestead and farmstead exclusions, and older and disabled residents with low income can claim the state’s property tax and rent rebate.
Transfer tax is a major closing cost. The state charges one rate, the municipality and school district add local shares, and the total is usually split between buyer and seller by custom. Philadelphia’s combined rate is among the highest in the country. The city also runs its own homestead exemption and a program that limits increases for long-time owners, both claimed through the Office of Property Assessment. Many homes in the state carry municipal sewer and trash fees billed separately from tax.
Property tax in Pennsylvania
The median Pennsylvania homeowner pays $3,311 a year in property tax on a home valued at $254,500, an effective rate of 1.301% in the Census Bureau's American Community Survey (ACS 5-year 2020-2024). That ranks the 12th highest of the 50 states and DC, above the middle state's 0.8003%. At that rate each $100,000 of home value carries about $1,301 a year of tax, or $108.42 a month in the payment, and that rate is what the calculator above starts from.
Inside Pennsylvania the rate more than doubles from the cheapest county to the dearest. Among counties whose survey figures pass both quality checks, the effective rate runs from 0.8067% in Bedford County to 1.8435% in Delaware County. On a $254,500 home that gap is worth about $2,639 a year. Pick a county in the calculator to use its rate, or type the rate from a listing or a current tax bill.
The survey rate is what owners actually pay divided by what they say their homes are worth, with exemptions, caps and local levies folded in; it will not match any rate printed in Pennsylvania law. Ask for the seller's latest bill and the assessed value too, since a new owner's assessment can differ from the long-held homes behind the median.
Pennsylvania property tax rates by county
All 67 counties, sorted from the highest effective rate to the lowest. The rate is the median tax paid divided by the median home value, from the ACS 5-year 2020-2024 survey (figures to December 31, 2024). None of them carries a quality flag, so the calculator uses the figure of whichever county you pick.

Worked example: the median Pennsylvania home
The median owner-occupied home in Pennsylvania is valued at $254,500 (ACS 5-year 2020-2024). Put $50,900 down, enough to keep the loan at 80% of the price so no PMI is charged, and borrow the rest over 30 years at 7.4%, the Freddie Mac average for the week of October 15, 2026. Insurance is the calculator's default of $1,500 a year, the same figure on every state page and 6.9% of this payment; real premiums vary widely from state to state and with a home's exposure to wind, flood and wildfire, so replace it with a premium for the Pennsylvania home you are pricing.
| Line | A month | A year |
|---|---|---|
| Principal and interest | $1,409.69 | $16,916.28 |
| Property tax | $275.92 | $3,311.04 |
| Homeowners insurance | $125.00 | $1,500.00 |
| Private mortgage insurance | $0.00 | $0.00 |
| Total payment | $1,810.61 | $21,727.32 |
Principal and interest dominate the bill; tax and insurance, usually collected through escrow, add $400.92 a month, 22.1% of the total. Over the full term the $203,600 loan costs $303,882 in interest.
With $25,450 down instead, the loan grows to $229,050 and PMI of $95.44 a month is added, for a first payment of $2,082.26. On the regular schedule the PMI stops after 10 years, with the payment in October 2036. A 15-year loan at the 6.71% average, with the larger down payment, raises the monthly figure to $2,198.08 but cuts the interest to $119,890.
What the median Pennsylvania wage can buy
The median annual wage in Pennsylvania is $49,690 (BLS wage survey, May 2025). Paid every two weeks as a single filer, that leaves about $3,379 a month after federal and Pennsylvania paycheck deductions. With $60,000 saved for a down payment and $400 a month of other debts, the home affordability calculator's default 28/36 rule gives this range at 7.4% and the Pennsylvania property tax rate:
| Level | Home price | Monthly payment |
|---|---|---|
| Conservative | $91,799 | $445 |
| Target | $172,469 | $1,091 |
| Stretch | $208,664 | $1,381 |
Here the limit is total debt: the housing payment plus the other $400 a month reaches 36% of gross pay first. The target falls $82,031 short of the $254,500 median home value: the median home costs 5.1 times the median wage, so a typical Pennsylvania purchase usually needs a second income, a larger down payment or a cheaper area.
Everyday costs help: Pennsylvania's prices for goods and rent run 2.4% below the national average, by the Bureau of Economic Analysis price parities for 2024 (figures to December 31, 2024). That stretches the median wage to about $50,926 in national dollars.
