How New York City taxes your pay

New York City income tax applies only to people who live in the five boroughs. Commuters from Westchester, Long Island, New Jersey or Connecticut pay none of it, since the city's commuter tax was repealed in 1999.

Employers withhold it from their own tables, published with the state's, using the allowances on Form IT-2104. Residents of the city pay it on all their pay, even for a job in New Jersey.
